When to use a game wheel

Every wheel here replaces a decision that a person would otherwise make badly. Rock paper scissors is the clearest case: the game is supposed to be random and human hands are not. Players fall into patterns, reach for rock under pressure, and read each other's habits well enough that competitive tournaments exist for it. Picking a genre or a style first shrinks the shelf to a handful of options, which is the step that actually moves a group from scrolling to playing. It is also a quiet fairness mechanism, because the wheel rather than the loudest person sets the direction.
